Seeking a
safe place for alcohol
detox.
Area officials
are weighing whether to
establish a social detox
center that could take
people who do not require
medical treatment but simply
need a safe place for
alcohol detox.
"There are so many loose
ends to all of this detox
problem, and I think
that, as a community, at the
present time, everyone wants
to look at whether we really
need this," said Pat Ruda,
director of Coulee Council
on Addictions.
The social detox unit
was one of the 19 items on
the Mayor's Task Force
Recommendations and Action
Plan accepted by the La
Crosse Common Council.
The detox center
would give law enforcement
another option for dealing
with intoxicated people.
Officers now take those
found incapacitated by
alcohol use to a hospital
for alcohol detox, said
LaCrosse Police Lt. Bob
Berndt.
They usually are admitted
to the critical care unit
for monitoring, said
Cheryl Leisher, a social
worker in the emergency
trauma center of Gundersen
Lutheran Medical Center.
Blood is drawn to determine
their level of intoxication,
IVs can be supplied for
fluid and they automatically
are referred to the chemical
dependency department, she
said. |
But police can't
intervene with
those who are
drunk but still
functioning,
even when
obviously
heavily
intoxicated,
Berndt said.
Representatives
from law
enforcement,
Tri-State
Ambulance,
Franciscan Skemp
and Gundersen
Lutheran medical
centers, Coulee
Council on
Addictions, the
La Crosse County
Tavern League,
Great Rivers
United Way,
University of
WisconsinLa
Crosse, Viterbo
University and
Western
Technical
College have met
several times
since spring on
the social detox
center concept,
Ruda said.
"What I've
seen is all
parties saying,
'Yes, we want to
do something
and we care
about dip
community that
we live in, and
we really want
to do something,
but what is it
we should do
that would make
good sense?"'
Ruda said.
Questions
raised include
funding, how the
detox center
facility would
be structured,
staffing,
location and how
law enforcement
would gauge when
someone is
intoxicated
enough to
warrant being
taken to the
alcohol detox
center.
And, most
importantly, is
the detox center
necessary?
"What we want to
do is a little
more
investigation
into that," Ruda
said, "and see
if people would
really need this
service."
A social
detox center
opened at
Franciscan Skemp
Medical Center
in 1978 but
closed in the
early 1980s
due to funding
problems, Ruda
said. It was the
first of its
kind in the
Midwest, she
said.
The idea of a
new social detox
center unit has
shifted, at
least for now,
from an actual
facility to a
set of
procedures for
dealing with
intoxicated
people, Ruda
said.

These steps
could include
placing EMTs at
downtown
locations or
community events
who could
recommend safety
advice for
intoxicated
people,
university
protocols for
handling
intoxicated
Students and
promoting safe
alcohol
consumption.
"The one thing
we do know is
that, when
someone is
intoxicated, and
there is a brief
intervention,
some very good
results can come
from that," Ruda
said. "It can
reduce binge
drinking, it can
lower incidents
to the ER and it
might just help
in the whole
area of
substance
abuse."
The group will
meet again Oct.
18 to recap
Oktoberfest
incidents and
develop future
plans.
